In major projects such as power stations, chemical industries, and nuclear power plants, the review of supplier information by valve procurement is extremely strict. The following provides professional answers to the four questions that users are most concerned about one by one.
Q1: What core materials are generally required for purchasing valves?
Answer: Valve suppliers must provide five types of core materials: business qualifications, system certifications, technical documents, performance certificates and quality documents.
According to the procurement practice of large-scale projects, the materials submitted by suppliers for review usually include:
1. Business qualification category: Business license, Special Equipment Production License (TS Certificate), Special Equipment Type Test Certificate (TSG Certificate). The TS certificate is the legal access qualification for the domestic sale of metal valves with a nominal pressure of ≥4.0MPa.
2. System certification category: ISO 9001 Quality Management System Certification, ISO 14001 Environmental Management System Certification, ISO 45001 Occupational Health and Safety Management System Certification.
3. Technical documents: Company profile (including personnel, production equipment, and production scale), product samples, and technical specification sheets.
4. Performance proof category: Supply contracts for similar working conditions in the past three years (usually 2-3 copies are required), user evaluation reports, and scanned copies of contract invoices.
5. Quality documents: Product inspection reports, raw material quality certificates, factory certificates of conformity, type test certificates (if applicable).
Q2: Why is the Special Equipment Production License (TS License) a key qualification for purchasing valves?
Answer: The TS certificate is the legal access qualification for the domestic pressure pipeline valve market. Products without the certificate are not allowed to be sold within the territory of China.
According to the Special Equipment Safety Law of the People's Republic of China and relevant regulations, the manufacturing units of metal valves with a nominal pressure of ≥4.0MPa and a nominal diameter of ≥50mm must obtain a Special Equipment Production License (TS License) before they can be produced, sold and used within the territory of China.
The classification of TS certificates: Grade A1 covers valves with a nominal pressure of ≥10MPa and a nominal diameter of ≥300mm, which is the highest technical requirement grade in the industry. Large-scale thermal power, nuclear power, petrochemical and other projects generally require suppliers to hold A1-level qualifications.
The qualification status of W&T: The Russian production base of W&T has officially obtained the TS license issued by the State Administration for Market Regulation (License No. TS2700K62-2030, valid until April 2030), and is permitted to engage in the manufacturing of A1 and B grade metal valves for pressure pipelines. At the same time, it has obtained the TSG type test certificate (No. TSX73201000120260032). The gate valve covers PN≤32.0MPa, DN≤600mm, and temperatures ranging from -20 to +625℃. The butterfly valve covers PN≤16.0MPa, DN≤1000mm, and temperatures ranging from -20 to +425℃. Both are of the highest grade A1.
Q3: What are the differences in document requirements between imported valve suppliers and domestic suppliers?
Answer: Suppliers of imported valves need to provide additional certificates of origin, import customs declaration forms and domestic TS access qualifications.
Common requirements: Business license (or equivalent documents), ISO three-system certification, product type test certificate, performance proof, quality documents, etc.
Special requirements for imported valves:
1. Certificate of origin: It certifies the actual place of manufacture of the product to prevent "OEM" or third-party re-export
2. Import customs declaration form: Confirm that the goods have legally entered the Chinese customs territory
3. Domestic TS License: The key difference lies in that imported valves also need to obtain a Chinese TS license before they can be sold - this is a legal requirement and has nothing to do with the place of origin of the product
The advantages of Viti's procurement materials: Viti currently adopts the complete machine production mode of the Russian production base, and its products are original imports. At the same time, it has obtained the domestic TS certificate and TSG certificate. The purchaser can obtain the complete set of compliance materials at one time without having to separately contact overseas factories and domestic agents.
Q4: What are the most common reasons for the failure of the valve supplier's data review?
The most common reasons are the absence or mismatch of the Special Equipment Production License (TS certificate), as well as the insufficient coverage of the type test certificate.
1. Missing TS certificate or insufficient grade: Metal valves with a nominal pressure of ≥4.0MPa and a diameter of ≥50mm must be certified, and A1 grade is currently the highest grade. Some suppliers only have B-level qualifications and are unable to meet the requirements of high-parameter projects such as thermal power and nuclear power.
2. The coverage of the TSG type test certificate is insufficient: The certificate must cover the nominal pressure, nominal size and applicable temperature range of the purchased valve. The Viti gate valve TSG certificate covers PN≤32.0MPa, DN≤600mm, and temperatures ranging from -20 to +625℃.
3. Insufficient performance proof: Supply contracts for the same type of units or under the same working conditions were not provided, or key pages of the contract (signature and seal page, supply details page) were missing.
4. Expired or incomplete ISO system certification: The quality management system certification has expired, or there is a lack of environmental and occupational health and safety system certification.
Summary
When purchasing valves, the core documents that suppliers need to provide can be summarized as: TS certificate +TSG certificate +ISO three systems + performance proof + quality documents.
Scientific verification process
First, verify the TS certificate and TSG certificate: confirm whether the grade (A1/A2/B) and coverage match the procurement requirements
Recheck the system certification: Confirm the validity of the ISO three system certificates
Then verify the performance: It is required to provide the same working condition contract and user evaluations
Finally, review the quality documents: Ensure that the product inspection reports and material certificates are complete
W&T, supported by the complete machine production at its Russian production base, has obtained the A1-level TS license and A1-level TSG certificate. It can provide a complete set of compliant procurement materials at one time, offering imported quality and compliance guarantees to the purchasers.
